Hoima High Court has put an interim injunction halting activities of some individuals in Buliisa who want to break away from Bunyoro Kitara-Kingdom to form another cultural institution.
It should be noted that majority of the people of Buliisa have rejected sinister moves aimed at dividing Bunyoro.
11 Buliisa District councilors have sued the Buliisa District chairperson Hon. Lukumu Fred and the Buliisa District Speaker Hon. Baligambaki Fred whom they accuse of concocting a district council resolution of breaking away from Bunyoro.
The Councilors argue that the purported resolution was irregular since it was not passed by two thirds of the district council and subcounty councils.
The Hoima High Court registrar His Worship George Mfitundinda
issued the order on Friday and fixed 14th February 2023 as the date of hearing of the main case.
Security officials have also suspended all activities of Butebengwa.
In a letter dated 7th December, the RDC Buliisa directed the area District Police commander to ensure that organizers of Butebengwa don’t conduct any activities without first obtaining clearance from the Inspector General of Police (IGP), the Ministry of Gender, Labour and Social Development which regulates cultural institutions and complying with Standard Operating Procedures (SOPs) which the President announced as measures to fight COVID 19.
Butebengwa agitators had planned to hold a cultural gala today and to elect a cultural leader on 23rd December. All those activities have been suspended.
It should be recalled that since time immemorial, Buliisa has been part of Bunyoro Kitara Kingdom.
Buliisa has never had a King, a traditional ruler or any cultural/ traditional institution.
The district councils of Kakumiro, Kibaale, Kagadi, Kikuube, Masindi, Kiryandongo and Hoima City have passed resolutions reiterating their allegiance to Bunyoro Kitara-Kingdom and condemning any attempts to create another cultural institution out of Bunyoro.
In Buliisa district, subcounty councils of Biiso, Buliisa, Butyaba and Biiso town council have passed resolutions reiterating their allegiance to Bunyoro and rejecting any proposals to break away from Bunyoro.
Students under Kitara Students Association (KISA) staged a peaceful protest against attempts by few individuals in Buliisa who want to break up Bunyoro-Kitara Kingdom.
Bagungu Community Association (BACA) has issued a statement calling for dialogue to resolve issues affecting people of Buliisa and BKK has welcomed the proposal. The Kingdom already commenced dialogue engagements with various stakeholders in Buliisa district.
The move to divide Bunyoro is being spearheaded by the Buliisa District chairperson and the former Prime Minister of Bunyoro-Kitara Hon. Norman Lukumu.
Surprisingly, Hon. Norman is at the same time in Court seeking an order to reinstate him as Prime Minister of Bunyoro-Kitara Kingdom.
His first application at Masindi High Court was dismissed in 2018 and this year, he filed another case which has not yet been determined.
